In accordance with the instructions given by the Head of General Directorate of Construction and under relevant legislation, the Director of the Construction Department Technical Branch provides support in managing the feasibility of new constructions and the major repairs of existing structures, preparation of bill of quantities, administering projects/having the projects administered, bringing the approximate costs to the bidding phase, preparation of the progress payment files and conducting all kinds of supervision and inspections of ongoing work and projects. Therefore, responsibilities are as follows;

  • • Issuing bill of quantities by preparing the feasibility of new constructions and major repairs,
  • • Preparing the project drafts and carrying out the project,
  • • Bringing it to the bidding phase by estimating the approximate costs and preparing tender specifications,
  • • Delivering the construction site to the company that has won the bidding,
  • • Carrying out the all kinds of supervision services related to the ongoing projects,
  • • Organizing and managing meetings to take pre-emptive action against any disruptions that might occur during the projects and participating meetings related, to their duties defined in job descriptions,
  • • Preparing progress payment files,
  • • Ensuring regulatory compliance by checking the order of payments and attachments,
  • • Making preliminary fiscal inspection on the payment order document,
  • • Performing tasks, such as extension of time and transfers of appropriations related to the ongoing projects,
  • • Granting the completed buildings and facilities to the claimants by making transactions,
  • • Arranging final accounts,
  • • Monitoring the developments and amendments in the Rules and Regulations and Legislation, informing the Head of the Department about the issues and also ensuring that all the staff are informed about these developments,
  • • Ensuring that staff under the Branch Directorate coordinate,
  • • Ensuring that resources are being used in compliance with Law and also effectively, economically and efficiently,
  • • Fulfilling other duties defined in job descriptions and duties assigned by superiors in accordance with legislation.
